Mr. David M. Bilby, CPFO, is Senior Advisor for Kosmont Transaction Services, Inc. Mr. Bilby’s 25-year career encompasses public/private financial services industries including: default loan servicing; special district formation/administration; Municipal debt management; purchasing; financial management; budgeting, accounting; treasury management; and other related disciplines. Mr. Bilby spent his last 15 years working for local government agencies, the last six as Finance Director for the City of Chula Vista. He has completed dozens of public financings/refundings totaling over $1 billion including: CFD’s; AD’s; COP’s; RDA; POB’s; and LRB’s. He directly managed municipal investment portfolios ranging from $50 million to $400 million. Mr. Bilby was an integral part of a team that completed two successful sales tax measures and one successful Cannabis measure. He has extensive experience in user fee studies, fiscal impact analysis, asset management, long term financial planning, and public/private partnerships.
Mr. Bilby has served in the roles of Director of Finance, Finance Manager, Debt & Purchasing Manager for the cities of Temecula, Lake Elsinore, and Chula Vista.
Mr. Bilby is a Municipal Advisor Representative having achieved the MSRB Series 50 professional qualification, and is duly registered with the U.S. Securities and Exchange Commission. He is also a Certified Public Finance Officer (CPFO) as recognized by the Government Finance Officers Association.
Mr. Bilby holds a Master of Science Business Administration (Finance) Degree from the San Diego State University and a B.A. in Business Administration (Finance) Degree from San Diego State University.
